Background

At the 2005 GPUS National Committee meeting in Tulsa, OK an election
was held for 4 vacant co-chair positions. The outcome of the election
indicates a need to clarify our process in conducting and tabulating
such an election.
The proposal below is intended to create a working group to assist the
SC in reviewing the events of that election, refining our process and
removing such ambiguity for future elections.

Proposal

The GPUS Steering Committee shall be empowered to establish an ad-hoc
working group to review the results of the 2005 GPUS Co-chair
elections and issue recommendations to the Steering Committee for
clarifying this process to the GPUS National Committee according to
the guidelines stated below:
1. The working group shall consist of 3 members appointed by the
Steering Committee by October 21, 2005. If a vacancy should occur
during the term of this working group, the SC shall be empowered to
name replacement members to this working group. In addition, the SC,
CCC, and BRPP shall be asked to appoint one member each to observe the
work of the group.
2. The working group shall make all decisions by consensus or, failing
consensus, a 2/3 vote of active members.
3. The working group shall be tasked with reviewing the events leading
up to, during, and following the election. To assist in this matter,
the working group shall contact FairVote, or another independent body
approved by the working group, to conduct an independent review of our
process. The working group shall be empowered to approve advisors and
observers to assist in or observe the work of the group.
4. The working group shall craft language intended to remove ambiguity
in the process of electing GPUS co-chairs, with particular attention
paid to Article VI of the GPUS bylaws. Most specifically the
committee shall address the ambiguities and inadequacy of the
paragraph "SC co-chairs shall be elected using choice voting, with a
fractional Droop threshold (one divided by the number of seats to be
filled plus one: 1 /(seats + 1) and fractional transfers. A candidate
must pass the Droop threshold in order to be elected". The working
group shall submit recommendations to the SC no later than December 1,
2005 that includes a recommended proposal to the GPUS National
Committee to amend the GPUS Bylaws in order to eliminate ambiguities
and refine our election process.
5. The working group shall create a proposal establishing a standing
Elections Team tasked with administering all future elections of the
GPUS National Committee and submit a recommendation for such proposal
to the GPUS SC no later than December 1, 2005.
6. The working group shall issue a report to the GPUS SC, no later
than December 1, 2005, communicating their findings in the 2005
co-chair elections, results of the independent audit, and further
recommendations for the national committee. Should the working group
not achieve consensus on the report, a 2/3 majority may issue a
majority report with the remaining member(s) issuing minority,
concurring, or dissenting reports.
7. Should the working group need an extension beyond the December 1
deadline, or identify a need to continue the work of the group, the
working group may be extended beyond the sunset date of December 1 by
the Steering Committee or National Committee.
8. The GPUS SC shall use the work of this working group to present
recommendations and proposals to the GPUS National Committee. All
reports and recommendations from the working group to the SC shall be
presented to the GPUS National Committee as an addendum to any
recommendations and proposals submitted by the SC to the GPUS National
Committee.
