Background

The 2008 United States Green Party presidential nominating convention was
unable to approve proposed updates and improvements to the national platform
due to reservations concerning several planks of the platform and the
absence of a procedure at the convention to allow delegates to offer
amendments for consideration or to approve the Platform in sections. As a
result, our entire platform has not been updated since 2004 and under the
current bylaws may not be updated until 2012.

Our platform, however, is an invaluable resource for state parties and their
candidates for the U.S. House of Representative and the U.S. Senate and must
include a Green perspective on new issues as they arise. To fail to update
our platform to reflect these changes in issues or to include new
information and ideas that will help persuade citizens to vote Green is a
disservice to our state parties and their members, supporters and
candidates.

As the final decision making body of the Green Party of the United States,
it is the responsibility of the National Committee to guarantee that our
platform remains a relevant and important tool for promoting our party, even
when the delegates of the presidential nominating convention fail to do so.

The National Committee should also review the applicable rules, policies and
procedures of GPUS and the Platform Committee to improve the process of
making and ratifying amendments to our Platform in a consistent, timely and
democratic manner and to implement the following proposal.

Proposal

The GPUS Bylaws, Article II, Section 2, paragraphs 2 and 3 are amended to read:

The National Committee shall be the final decision-making body of the Green
Party of the United States and shall be responsible for approving a
deliberative process of discussion, debate and decision-making at the local
and state levels leading to the adoption of a revised national platform in
each even numbered year.

Final adoption of the Platform shall rest with the delegates at each
quadrennial Presidential Nominating Convention in those years when one is
convened, and with the National Committee, after the Annual National Meeting in even-numbered years.

The Presidential Nominating Convention is the delegated decision making body
responsible for nominating the Green Party's presidential and
vice-presidential candidates and for approving the Green Party's national
platform in those years in which it convenes.
