Background

On July 3, 2007 the GPUS National Committee adopted Proposal 295, ratifying a change in the apportionment of National Committee delegates to reflect Green Party strength. Among the criteria for apportioning delegates were two measures of presidential voting strength, consisting of the total vote cast by state for the Green Party presidential nominee as a percentage of the national Green Party presidential vote, in 2000 and 2004, respectively. The purpose of this proposal is to update these criteria to reflect quadrennial changes in presidential voting strength.

Proposal

The National Committee hereby changes the language of the section of the Rules and Procedures of the Green Party of the United States, entitled 8. ALLOCATION OF DELEGATES TO THE NATIONAL COMMITTEE OF THE GREEN PARTY, ARTICLE VI.4.A and B, which describe presidential voting strength as follows:

A. The number of votes cast for Green Party presidential nominee in your state in the November 2000 general election as a percentage of the number of votes cast for the same candidate nationwide.

B. The number of votes cast for Green Party presidential nominee in your state in the November 2004 general election as a percentage of the number of votes cast for the same candidate nationwide.

A. The number of votes cast for the Green Party presidential nominee in your state in the most recent presidential election as a percentage of the number of votes cast for the same candidate nationwide.

B. The number of votes cast for the Green Party presidential nominee in your state in the next preceding presidential election as a percentage of the number of votes cast for the same candidate nationwide.
